The making of a protected disclosure involves three elements. Firstly, there must be a “disclosure”. According to ERA section 43B(1) a disclosure is constituted by “any disclosure of information”. 319. Secondly, the disclosure must be “qualifying” which is determined by the content of the information disclosed.
