20. In terms of the first stage, I concluded that not only had the costs threshold been met in terms of the timing of the postpone application, the threshold for costs for unreasonable conduct had also been met. The Claimant is a litigant in person but that does not mean he is immune from orders for costs. I recognise that I cannot judge a litigant in person by the standards of a professional representative.
